What Microsoft Copilot Actually Costs, All In
Microsoft 365 Copilot lists at $30 per user per month, and that price sits on top of a Microsoft 365 license you are already paying for. The real number is the sticker times the people who never open it, not just the sticker.
Every budget conversation I sit in starts with the wrong figure, and it is always too small.
The three numbers
The add-on. $30 per user per month on an annual commitment, for the enterprise tier.
The license underneath it. Copilot is an add-on, not a standalone product. Each person needs a qualifying Microsoft 365 base license first, and Microsoft's suite prices rose in July 2026. So the all-in cost per seat is meaningfully higher than $30.
The seats nobody opens. This is the one nobody puts in the deck. At 1,000 seats, $30 a month is $360,000 a year. Only about 35.8% of employees with access actually use it, which leaves roughly 642 seats unopened, or about $230,000 a year.
Run it on your own headcount
The arithmetic is deliberately simple so you can check it rather than trust me.
Seats times $360 is your annual Copilot bill. Multiply that by your actual usage rate, not your license count, and the gap is what you are paying for nothing.
If you do not know your usage rate, that is the first finding. It is in the admin center, and it is usually lower than anyone guesses.
What actually reduces the bill
Not renegotiating. Buying fewer seats and using them, then adding more when the first batch is genuinely busy.
The instinct is to license everyone so nobody feels left out. It is the most expensive way to run a pilot, and it makes the adoption number look terrible for a year afterwards.
Start with the team whose workflow you have actually mapped. Prove it there. Expand into demand rather than hope.
